Messed Up Installation - Now Windows Explorer Wont Work


I've run every program imaginable. Like someone else here mentioned before i couldn't open window explorer at all. I had this issue for ages and tracked it back using the event view. I tried getting into Safe Mode, but I couldn't find it on Windows 8.1. navigate here
